That's where the Exit 8 northbound off-ramp from I-95 ends, just near the Stamford Train Station. The traffic light is not operating, and a work crew is the scene.

I-95 north is snarled for about a mile because of this delay on the surface streets.

There is also construction in the area as part of the project to replace the railroad overpass over Atlantic Street and extend the I-95 off-ramp from Atlantic to Canal streets.
