Cory Huddleston, 33, was charged with second-degree breach of peace, second-degree threatening and failure to respond to an infraction.
An off-duty police officer who was working private duty at an Atlantic Street construction site was approached by individuals who said a man was making threatening comments to people in the area.
"He would walk up to them say, 'Hello, I am going to kill you' and walk away," Sgt. James Shawinsky said.
The man was located nearby at about 2 p.m. and taken into custody, police said. Huddleston offered no resistance to officers and said nothing while being transported to police headquarters, Shawinsky said. The man also said nothing when he was there, he said.
His bond was set at $500, and he was given a court date of Nov. 12.
