Authorities pulled over a gray Volvo for an alleged motor vehicle violation at 4 p.m., police said. The driver, Joevanni Serrano Torres, 38, of Bridgeport, was driving without a license and without valid proof of insurance, police said.

Officers saw Torres move his hands toward his waist and push away from other officers during the traffic stop, police said.

Torres was charged with possession of narcotics, possession with the intent to sell, operating a motor vehicle without a license, failure to carry insurance ID card, and tinted windows. Bond was set at $25,000, police said.
