Catalina contended the city has never had back-to-back budgets that operated in a deficit. Foster, meanwhile, attributed the drop in the city's general fund savings balance to pension costs, loss of mortgage tax revenue and legal costs in the Jeffrey Deskovic case, according to The Examiner News.

Catalina also took Foster to task for not generating any economic activity, saying employers are declining to invest in Peekskill.

Foster responded by saying 36 new businesses have opened in Peekskill and 12 existing businesses have or are expanding, according to the Examiner News.
